You really hit the nail on the head.  I've seen many industry thought-leaders and practitioners comparing the use Web 2.0 platforms for event promotion, or for pretty much any marketing/pr strategy, to playing the lottery.  There is a lot of patience and investment required.  However, there is also the chance to win big and excite the "right person" who can really help spread the word and build the buzz.
